A key factor affecting or influencing organizational culture is management, namely, the prevailing management style within the organization. Whereas individual employees can also shape the organizational culture, the policies, practices and behaviours promoted and enacted by top management have much greater influence.  

In this case study, many employees blamed managers and supervisors for engaging in harassing behaviors, failing to hold themselves and others accountable, and dismissing complaints or retaliating against those who complained. At the same time, employees called out the lack of a leadership culture, and limited efforts to equip leaders with the right tools.

The manager of my sector, is a man with far too much power, talks openly about other people’s problems, does not address situations of personal conflict, sexual harassment in the workplace. Women are second-class citizens, but no one wants to hear that. The officers when they meet us, they do it in front of this despicable individual, so no chance of telling the real things.

There are senior managers, who manage....
There are senior managers, who manage by being bullies and because of our structure those working under this manager are unable to act. Managers are not accountable to their employees when issues are reported.
Lots of bullying and harassment that....

Lots of bullying and harassment that I have seen over the years that is encouraged by senior management and cleverly disguised as joking around.

There are some great leaders and those of....

There are some great leaders and those of us who have tried to lead by example but many of our leaders are in positions where they stifle the efforts of those who want change. Others are bullies and their bosses lack the will to make the tough call to either dismiss someone or to move them to a meaningful role where they do not need to be a supervisor. This should be the best place to work. We have great employees who want to make a difference, we lack leaders who will give us that chance.

Accountability is lost in this organization....

Accountability is lost in this organization. If someone messes up, regardless of how many stripes they have on their shoulders, how many friends they have in the organization, how many years of service they have, or if they’re a “Good Guy” or not, they should be accountable for their actions. Period.

The organization bullies their employees....

The organization bullies their employees and forces them to adapt and assimilate or they will be crushed. All the managers are so use to the abuse, that they won’t help their subordinates as it may affect their next promotion.
